Not everyone in the world are articulate speakers, do a little research and find out what the requirements are to serve as president, you will find out that speaking is not required.

That is really interesting because Trump campaigned on doing pretty much the exact opposite.

 

Speaking is absolutely a requirement for the President. His tone and message determines a great deal, especially when you consider that passing laws is not in his purview and determining the constitutionality of laws is also not in his purview.

 

Kind of difficult to give a state of the union speech if the potus is incapable of speech.
