Refer to Henry's law. The latest credible scientific studies have shown that the oceans are cooling. This means that they should be absorbing more gasses such as CO2, thus making the ocean more acidic. Also, the recent sea-level drop necessarily kills coral. Seems rather unlikely to me. A carburetor just mixes fuel and air. Since the whole point of a carb is to hit the ideal stoichiometric ratio of 14.7:1, and this is the most efficient mix possible, there is no real way to improve on the function of a carburetor, other than by fitting alternatives such as direct injection. Let me know if I'm wrong.
But at least President Trump and his team may be more willing to actually do something that can work within a decade whereas it is probable that a carbon tax or cap and trade system could actually take well over a century to induce any form of cooling in the climate. Carl Cantrell:

A carbon tax or cap and trade system could well take over a century to produce cooling in the climate..... but turning deserts green does seem to work quite quickly. Graphene screens can make large scale desalination of ocean water much less expensive. The proposed Petra Project would put somewhere in the range of 200 million cubic meters of sea water from the Mediterranean to the area of the Dead Sea annually. If that experiment is successful and proves that climate cooling could be expanded into the nation of Jordan....... we would have some real hope that this can in fact be turned around........ ... some people will be offended thought that this will almost certainly put the earth on course to a significantly increased population........ .... as technology increases...... and as humanity learns some amazing new things ..... I believe that we can deal with this side effect.
For all I know what they invented could have been along the line of highly efficient fuel injection....... rather than a carburetor...... but whatever it was if President Trump would put it on the market...... the mood in America would become significantly more optimistic.
