It has been estimated the 1/3 of the rise is due to pumping out ground water. Desalinization will not lower levels as it ends up back in the sea.

That is exactly what I was thinking........ which means that if average ocean levels were to rise by one foot/ thirty centimeters, there could well be a 4.5 meter higher tide during exceptionally high tides and storm surges. (Apparently day to day tides are not up by 15X - 17X ...... this only happens on occasion).
If two hundred million cubic meters of ocean water are taken from the Mediterranean Sea to the Dead Sea annually through The Petra Project..... or something similar........ then it could take a number of months before that H2O ends up back in the ocean. Water tables all around the world are down. Underground cisterns are emptying..... and could theoretically be filled again. Good point... the situation along the Bay of Fundy for the State of Maine and the provinces of New Brunswick and Nova Scotia, Canada, are unique......... and are not quite relevant to very many other coastal regions hardly anywhere else on earth.

If I am not incorrect... the image does a great job of explaining how a part of the Bay of Fundy experiences low tide to high tide of 6 meters another area experiences 7 meters..... another area 8 meters... another are 9 meters...... all the way up to fifteen meters in one or two areas........ Because the gravitational pull of the moon is pulling that water into a more and more narrow area...... the water piles up on top of itself.......... and piles up on top of itself........ more and more and more until it hits land........

I just asked a well informed buddy at work today and he said that yes........... if average ocean levels were to rise by one foot, then from Truro, Nova Scotia, Canada to Pugwash, N. S., ........ there should be a rise of about twelve to fifteen feet in average high tide levels......... on a daily basis.......
