The department of labor should comprise a list of people willing to be trained and work on the improvement and modernization of the electrical grid, roads, bridges, and public lands that need care and renewal. Those on that list should be employed throughout a large infrastructure initiative.
Increased public sector investment in infrastructure is just rational. It would be nice to see it twinned with encouraging a shift to worker owned enterprise. With support to grow, you can expect innovative solutions to social issues ignored by hierarchical private business.
The problem is that infrastructure is not a start-stop initiative as liberals claim. We can't just spend a(n additional) trillion dollars in a single year and expect anything to be fixed. It requires a large, steady, and long term dedicated revenue stream, and seriously ****ing up peoples lives. The skilled labor pool simply doesn't exist, and that alone would take a decade or two to develop, and than the moment funding is cut those skills are rapidly lost as those skilled laborers find something else to do. Then there's the even tougher thing to find-political capital. As mentioned above, replacing a water main, repairing a sewer, power lines, and roads disrupt peoples' lives, and when your disrupt peoples' they have a tendency to forcing their politicians into a career change. As if it wasn't difficult enough already, it also requires thousands of governmental organizations to often work seamlessly together with the necessary dedication to make the necessary investment.

It would arguably take power from politicians. The electoral cycle harms long term investments after all...

Differs according to motivation. Britain's Labour Party proposes one focused on regional rejuvenation and promoting industry (given the years of deindustrialisation imposed by the stupidity of neoliberalism). Try the German variation?
