You can google "undocumented immigrants eligible to be benefit payees on behalf of their citizen children" and you'll find quite a lot of information. Things can vary from state to state and across different programs, but basically if the child is a citizen and is living with "undocumented" parent(s), that parent is going to be the payee. There is a lot more info here if you drill down into some of the articles and reports, such as improper tax refunds, etc etc. Again, it boggles the mind.
