Retrofitting schools would be very expensive. New schools should be designed with security in mind.

The FBI was tipped off to this guy, the police were called over 30 times, and those who knew him called him crazy, yet he was never interviewed. They did interview the tipster however, and they saw the shooter's notes on the internet saying he wanted to murder students.

If the police and the FBI refuse to act what are politicians and the public expected to do? They have abdicated their responsibility more than once and need a real shake-up..

What would you have them do?
For every one tip that ends up being something there's a thousand other tips that don't end up resulting in anything.

If you wanted to grab every kid that joked about going to commit a school shooting in a casual Facebook post or tweet you'd have tens of thousands of kids.

Even if you criminalized that (completely totalitarian in my view) and made everyone in society aware that wasn't acceptable, that probably still wouldn't do any good. Think about it.
