He has the same problem Trump has. He likes to feel important. It's pretty clear Trump can't interview with Mueller so you try and get ahead of it by releasing the questions that make it clear why Trump can't testify. There are just way to many questions for Trump that get him in hot water no matter how he answers.

He knows that the OIG report (due out May 8th) will be a beartrap, FULL OF VERIFIABLE CRIMINAL ACTS, next to his little mousetrap of lies and meaningless "procedural crimes", and even the Flynn "plea" is in SERIOUS DOUBT of STANDING UP, as Judge Emmit Sullivan, KNOWN for upending prosecutorial misconduct, has OVER RODE the plea, until he sees EVERYTHING, including exculpatory evidence Mueller may have kept from Gen.Flynn, while threatening his family. Mueller's leaking of this is his desperate plea for "help" to try to justify his own existence. That "gives me heartburn" like a slow running gazelle upsets a cheetah....

On reflection, it seems so. These questions had been given to Dowd, and were apparantly why Dowd resigned after failing to get Trump to agree not to be interviewed. So Guliani leaks them, because it will dominate the news cycle for a few days and to build the increasingly paranoid mindset coming out of the White House. Guliani has that same audience of one that the rest of them have. And since he wasn't going to get the investigation wrapped up in two weeks, time to start attacking the investigation.
This looks like just the obstruction part of the deal. We need to wait for Manafort to fold his hand for the rest of it. I expect a state charge against Manafort any day now to take away his security blanket of a pardon.
Trump won't get through two quetions and follow up before he says something totally and demonstrably false under oath on a material matter. The man has no morals Nor does he have any sense of decency or discipline. He also has the attention span of a fruit fly. He will bluster his way through, and declare himself the winner. Then the transcripts will be handed to the grand jury.
