    Congress can be called into session by a quorum.......then instantly adjourned. In addition, being called into session does not give the president the right to enter or address congress.

    And there are still no “arrest” powers specified, no matter how much you imagine.

    1) they ARE in session, as opposed to recess when they all go on official vacation and there is no business done. Yes even during the shutdown they are in session, not recess.
    2) even were they in recess, and if he called a special session, he has no actual authority to speak in Congress. Not any more than you or I would. He has to be given permission by a resolution of that body. None of his powers allow him to speak on the floor of Congress without a resolution of that body.
    His duty allows him to complete it by serving them with a letter. There is no constitutional requirement for a speech over a letter and the alternatives seem to imply a power of Congress to not invite the *********ker down as a way if signaling their official displeasure.

    The president can call a special session, but he can’t keep them in session. If they are in session, he can adjourn the session.

    He still can’t enter and address without permission.

    If you are talking about Article II, Section 3, yes, he can call them into session but that does not allow him to speak.
    He has no right to either chamber of congress.

    Where are you getting he can hold them there indefinitely?
    That’s a new one...

    No, he can't. The executive has no power to speak on the floor of Congress. Calling them into session just means they're in session. He cannot force them to do anythin.

    Do you WANT him to commit a crime on national television that's pretty fairly an impeachable offense?

    That doesnt mean he gets to give a speech on the floor of Congress.
    And no, him calling them back into session doesnt mean they have to do anything.
    And guess who impeaches and convicts? The legislature.

    What you're seeing here is a feature, not a bug. Separate branches with distinct powers and duties.
