Yes, probably, but abortion is a bit easier than vaginal delivery because they crush the baby's skull and rip the body apart into smaller pieces so it will be easier to come out.
I'd imagine pushing into an 11-year-old's little vagina and prying open her cervix is still not physically easy. It does still have to be expanded open during a late-term abortion.

If you're referring to c-section, that actually mitigates most of the higher risk for younger girls. The risk then becomes not that much higher than c-sections for regular aged women. I don't want to say c-section does not carry risk but age is much less of a factor.
