And he doesn't, those notes aren't necessary because Barr is right there testifying to what was said, he described the call, what was said by the interlocutors, gave his impressions. Unless it is claimed Barr lied about this, those notes aren't needed.

One of the major take aways from this testimony is we now know the DOJ has reason to believe the Steele Dossier, was actually part of the Putin disinformation campaign all along, and the Dems/Obama Admin/and Clinton campaign played right into it. That's very alarming. What remains is, did the Obama Admin know that?
