The Welfare Clause is NOT a granting to Congress of power to legislate regarding anything deemable by Congress as "general welfare"... You must have missed that little enumerated list of powers just past that introductory clause... See Article 1 Section 8 for the list of legislative powers that Congress has... entitlement programs are not listed there...
