No, what is at issue is who is listening in to the President's calls? He is Head of State and it is part of his responsibility to speak with other heads of state. Those are privileged conversations.

It's up to Atkinson to decide what details of his INDEPENDENT ongoing investigation, congress is entitled to review. Maguire is only following the whistleblower rules congress enacted, and ironically refusing to violate ODNI rules on disclosure.

Congress must subpoena for such material, and that is what Schiff did.

Actually, the DNI is obligated by statute to make the intel committees in Congress aware of the complaint. His failure to do so resulted in Schiff's subpoena.
