Nobody forced him to ignore lawful subpoenas, thereby obstructing congress. Both of those are demonstrable facts. He remains impeached for doing both.

So, Obama SELECTIVELY chose to claim EP with respect to some documents (unlike Trump who invoked non-existent "absolute immunity" for all witnesses and documents Congress sought.)
Furthermore, Holder was exonerated by the IG because he had no knowledge of the program which was being run out of the ATF office in Phoenix.
