I don't know why you think this. There are estimates that 150+ million people are going to vote this election. In 2016, President Trump won Pennsylvania by less than 45,000 votes. News of the Biden family corruption doesn't have to reach all 150+ million voters in 2020. It doesn't even have to reach a majority of them. If it manages to sway a few hundreds or even tens of thousands of undecided voters in battleground states, it might well be enough.

How Rudy got his hands on this data is not important. What role Rudy played is subject to a debate and if someone wants to investigate his conduct - knock yourself out.
What is important is the meat of the scandal, and with each passing minute of silence by Biden’s, the scandal is getting worse because most reasonable people understand that the authenticity of this data would be denied from the get go if it was fake. Since bidens are silent on emails and silent on kiddie porn issue, most people understand that this makes the story more than just plausible.
