Instantly reallocate unused COVID funds to add security to every elementary/Middle school today that do not currently have SRO's. Ensure every school has single point entries with alarm security doors. Install anti ram pillars at every entrance. Just to start, followed up with taking mental health EXTREMELY serious as this seems to be the catalyst for our continued societal decline.

Besides,I am not yet convinced that this monster was mentally ill in any way that could be detected, diagnosed and treated.
