no power whatsoever was given to the federal government and it was restricted from infringing on the right of each citizen-acting in a private capacity-to keep and bear arms. the militia act gave the federal government some powers as to what arms someone in federal service would use.
yeah but most states have their own second amendment provisions (often ignored or crapped upon) and with incorporation, we have the most interesting issue of once legitimate state police powers running into the incorporated second amendment.

Right. I'm from Iowa. In case SCOTUS throws the 2ND to the states, it may be a good idea for the people of states to share their ideas on gun ownership in a referendum vote so to speak.
Realize any amendment is a change to The Constitution. For example, amendment 10 about limiting the power of the federal gov't is in play until the 14-16 amendments where the federal gov't wields power over states (with amendments 14- 16).
