I don't think she was referring to Biden. Supposedly, the source that spoke directly to someone who told him that the bribed Joe Biden and how he did it. It was while Joe Biden traveled to overseas on Air Force 2. The source is likely in danger from the corrupt foreign entity that described their part in bribing Joe Biden. Other foreign actors likely also know about the scheme so the anonymity is protection. But, it's easy enough to redact the name and the time/location they were given this information.
