Culture with membership largely set by race. Blacks are herded to be with other blacks. Younger people are breaking out of the straightjacket. Latinos and Asians, too.

Vancouver in Canada is an amazing place where people mix from around the world.

In part, but the money and working conditions (good equipment and learning materials, industrious students) to hire qualified staff makes a huge difference. Lower-income white, Latino, and Asian communities face the same problems. Poverty damages families.

Anyone fighting poverty has an uphill battle. I would suggest poor whites and blacks have more in common with each other than they do with upper middle class folks of their own race.
