My guess is that there is no political cost to dumping Menendez since he'll just be replaced by another Democratic senator. Plus, he opposed the Biden administration on a few foreign policy issues. A clean sweep with a more compliant senator who's going to vote for them down the line would be an improvement from the Democrat's way of thinking.
