California once provided its residents with free college tuition to its state universities, but today can no longer afford to do so because of the rapidly changing demographics of the state. A sharp rise in student enrollment and a large increase in the proportion of students from low-income familes are to blame.

At one time, university education was essentially free for all California students. There was no tuition, only a few insignificant fees for non-educational related costs of attending school. Most of the funding came from taxpayers.

In 1990 the state paid 78% of the cost of educating each student. That percentage dropped to 47% in 2010, and will doubtless fall even further as California undergoes budget cuts. In 2011, for the first time, students will pay more for tuition than the state provides in funding. Tuition increases had begun many years before the recession.

In 2001, the average annual undergraduate tuition fees for the university of California system were 4000 dollars. As of 2011, the tuition cost is 13000.
Including the cost of dormitories/housing, the average cost to attend a UC school for one year is 31000, in part due to overcrowding and California's high cost of living.

To raise other revenues, most California university campuses are admiting larger proportions of out of state students, pay high tuition, but at the same time price other potential California students out of the limited number of university places. California now ranks near the bottom (in 43 place) among the other states in the percentage of the population that has been awarded college degrees.

The children of immigrants who go to college divert the state-funded scholarships away from the children of people who were born in this country. California has, several times, increased the tuition rates of everyone else specifically to give scholarships to “economically disadvantaged students”.
Students from higher income families are being charged more in order to subsidize low- and middle-income students. Many state universities are actually raising their tuition to give scholarships to economically disadvantaged children- whether they were born in this country or not!

The immigrant parents, who usually have low incomes, and frequently have limited tax histories in the USA, pay very little taxes into the system before their children apply for university. In some cases they have no tax history (because they are illegally working in this country) and the employer never witheld any taxes from their paycheck. Even if the children of immigrants did not get any state scholarships, state universities are heavily subsidized by the state, which means that the cost of tuition only reflects a portion of the actual cost of educating the student. Going to college is now becoming increasingly unaffordable to many of California's residents.

University applicants are increasingly being rejected, and the entry requirements have continued to be raised because of the increased number of college applicants, since there are not enough places for them all. Many students with lower grade point averages are unable to get accepted into a school. Even students with good grade point averages are finding that is not possible to get accepted into a college near their parent’s house. This means they are unable to save money by living with their parents, even though the cost of living at college has grown increasingly unaffordable. It is now extremely difficult, nearly impossible, for California students to get accepted into UC Los Angeles or UC Berkeley, because of the overcrowding caused by the uncontrolled immigration in recent decades.

A very disproportionate number of these university applicants are of Asian ethnicity.

California wants to be part of the third world. It is growing closer to achieving this goal. But the illegal aliens can be found mostly in the liberal arts.

Illegal aliens don't apply for engineering programs or entry into the hard sciences. Their ignorance is a barrier to those disciplines.

When my older boy graduated from UC Berkeley's School of Engineering guess how many latin faces were among the graduates?

How do those in Califrisco people like paying all that tax money for public school failure?

And with the new Fed Stimulis proposal you can bet the School District will increase Union membership to create a larger public school system. And in 2013 when the Fed money runs out, Califrisco will have a larger debt, and less tax revenue to pay the interest on your loans and municiple bond obligations. Much less continue to fund your overblown taxpayer education system.

Too Bad, just when you think the Califrisco State government had the DOE budget under control with spending. This new stimulis will surly create another monster problem for your budget director and legislatures. And with the growth outlook of CA, you can bet, they will have less revenue due to the new buisness tax cuts, and more cost for hwy/transportaion to complete all those projects initiated by the Stimulis.

Immigration is the least of Califrisco's problems. Medicaid Fraud and fraud in the Public Schools system and State University system is where the major money waste is at.

If CA, continues their stagnation and decline, Soon Mexicans will be moving South where the unemployment rate is lower. Way South, like Chile, Brazil, and Argentina.

Which is interesting since 51% of the students in California are now Hispanic! Even in the community colleges, only about a quarter of the students are Hispanic.

Anyone living in California who says that all the races/cultures are basically the same is living in some far off fantasy land. Or look in the prisons. You will not find many Japanese, Chinese, or Koreans there.

Sounds like the public safety is discriminating against Asians. LOL. Could not pass that one up. But I do know California has a lot of Asians. Why? because Long Beach is the Ellis Island of the West coast.

Some people in general value education and prosperaty vs being a victim of society. And this goes for all people. When you look at Asian race, their religion is more a philosophy and not a brain wash to make them obedient and not question authority. When you look at the prison population, you find more christian religious people that have no moral compass because they were taught at an early age that they don't need to be accountable, and that the church is the only ones they can trust and obey. IMO all people are borne with a blank slate, and their education and environmental invluences will affect their course in life.

As far as education in California, they were the top in the nation at one time back in the 1970s, 1980s and eraly 1990s. The CA school districts have allowed capitalism to control their outcome, and the outcome is 2 generations of obedient dumb-down consumers. But this has been going on in all US States. Just so happens CA's public school (DOE), and State funded Universities have become a huge debt to the economy. The school district can blame all the imigrants for their failures. But the fact remains that their spending and expansion have grown out of control.

If you think that the immigrants are the blame of the huge cost of DOE services, than taxpayers need to pay more to make the schools' adults happy. Fact is the immigrants are the ones keeping the math scores high for most school districts. Mexicans and Asians do well in public school math in the USA and around the world.

If they spend $13,000 per student and there are 30,000 student, that would only cost $390 million each year. Than why are the taxpayers not aware that the school district spends more than $2.6 billion tax dollars on the School District per year. Sounds like a lot of waist and fraud.

You are asking Californians to admit that they have created a corrupt system. You are asking them to admit the truth. Californians cannot face the truth. Before the the Phoenix can rise from the flames it must be consumed by the fire.

That actually sounds like a good thing. Are you complaining? Not all immigrants are here illegally you know, and likely your ancestors immigrated here as well. It is a great thing that more people are getting the opportunity to have an education!

When my older boy graduated with a degree from UC Berkeley in Mechanical Engineering about forty percent of the students were citizens of the People's Republic of China. The rest were citizens of India, American Whites, no African Americans and no Latino Americans.

When my younger boy graduated with a degree in accounting from UC Santa Barbara most of the graduates were White Americans, Asian Americans, foreign students from East and South Asian, no African Americans, a couple of Latino Americans.

True; all imigrants are Americans except the aboriginal Indians. And the USA gave them the worst education system possible.

fact is there is more fraud in the public schools system with their massive beaurocracy than Americans care to thinks aobut. Fact is, the taxpayer is funding unions who pay associaions and groups to create data to hide the truth of where the tax money goes. In essance, the mighty powerfull public schools use your own tax money to deceive you. They are good a casting blame where blame does not exist, and they rely on simple minded Americans to buy into their propaganda.

I see that you do not buy into the public school propaganda, and neither do I. If there is any concern, it should be the accountability of the public schools with our tax money. And they have yet to produce any accountability for their actions.

The same can be said for the universities of the East Coast who's immigrant population are from Europe and the Mid East.

Long Beach and San Francisco are the Ellis Island of the West Coast; Hence the large Asian influence. The East coast has it's Anglo looking Immigrants also. These immigranst (Asians and CaucAsians) have been comming to the USA from both sides of the earth since the 1920s and 1930s.

In todays Universites, graduate school costs more for "non residents", hence the higher number of "out of towners". Rembember the State Unversities runs off taxpayer money and loans off investment corporations. Better to make more and use the worlds best and brightest. Because when the graduates seek jobs, they will compete with others around the world. Better they have allegience to the USA than other countries.

Why would we be loyal to a conquered country occupied by aliens from Mexico and Central America?

The California state universities will be increasing their tuition 21 percent this year. Tuition and fees for the current school year (not including housing!) average $8,244 at public four-year colleges in hte state.

This is partly because of reduced state funding to the universities, and partly because the universities are raising tuition on everyone else to give more financial aid to low income students, including those that are illegally living in the country!

More hispanic children= more low income students= more financial assistance= higher tuition for everyone else.

Many public universities have instituted their own form of socialism: they raise tuition on students from middle class families to subsidise financial aid to "disadvantaged" and "minority" students.

People are taxed, ostensibly to pay for public education which their children will later utilize. The catch is that in order to ever get their money back, they have to pay additional money to pay for all the other people's [illegal immigrants] children who cannot afford to pay for education. Rather than the government simply directly taxing everyone to pay for university for the children of the poor, the government forces individuals themselves to pick up the cost (through higher prices) or forfeit the public university systems that their tax money has funded. These sorts of schemes seem very deceptive.

Too bad for CA. Dispite the cost it is still small considiring the cost of public school education burden on the State of CA. It is and will continue to bring CA to bankrupcy in a few years. Those who will be affected the most are those who hold the several trillion dollars of municiple bonds for CA's Schoold District. When CA goes on a liqidation sale, those bond holders will dirive the USA down with it. I give it about 18 months till the financial crisis.
