The Obama administration used more than 100% more grants than Bush did, and there always seem to be a spike around big bills that are trying to be passed. I personally believe that this is indeed a possibility of corruption in the government. The fact that there has been such an increase of using grants around time of voting does in fact raise some red flags for me.
Obama didn't need to buy votes. People were so anxious to have a black Democrat as President, he could have looked like this and he still would have won: Black Democrat and empty platitudes were a deadly cocktail in 2008. It will be a less effective novelty in 2012.
I don't see the point you are trying to make, did you even bother to look at the graph? What does him having to be the first black democrat have to do with him giving out grants anyway?
