Your question is who is the worst leader, not who is the worst person. Whoever made the worst decisions, setback their country, and/or endangered their citizens lives pointlessly is a bad leader. Therefore, I ask all the people who chose Hitler to think for a second. He brought his country out of the worst economic depression in history, annexed twice the size of his country, progressed his country, made logical decisions (until his doctor pin cushioned him with drugs), and saved a lot of his middle and lower class's lives. Under the standards of a good leader, he ranked high. A good person, well that's a different story.
Im going to have to say Bush was worse than Saddam as far as a leader goes. At least Saddam inspired his people somewhat.
