according to wiki, europeans make up about 70% of the population and there is also a homelessness crisis in vancouver.

thats just a spurious correlation. the problem so- called black communities have is not with the police force, it is with white police officers. that much is more than evident if you look at all of the brutality of so- called black citizens by white cops. this is simply the new america born of the old america.
