It's basically a tarted up version of the "plantation mentality" meme that has been floating around racist circles for some time. In this meme, white conservative politicians appoint themselves as spokesmen for the African American community and lecture them about what's good for them. This is vintage Trump. Tell everyone how everything is terrible, and offer no solution at all. Given the fact that Trump is delivering remarks like this in front of nearly all white audiences in white suburban locations, it's not hard to figure out who the real target of the messange is. Of course, the white audience hears the inherit dog whistle, and warms to it, because it has the appearance of being an inclusive messenge, which, of course, it is not. Were it so, the Trump campaign would have switched the venue of its Milwaukee appearance to a location in the African American community there. Of course, they could do so in the next 60 days, going to Baltimore, Ferguson, Sanford, or back to Milwaukee. Don't count on it, though. That audience is not one that Trump is really interested in, dispite the empty rhetoric to the contrary.

Yes, the "95% of the African American vote" prediction is for the end of his first term, 4 years down the road. His problem is he needs a much bigger chunk of this vote than he is currently projected to even get to get a chance at the first 4 years. It's hilarious really, considering he won't even show up when invited by the NAACP, a snub very few would dream of committing, he must have been afraid of offending his 'base'. The man is delusional....his polling numbers for the African American vote are so bad, even compared to his Republican predecessors - hell he's polling about 0% for the African American vote in Ohio & Penn.
