Oh okay. I think I see how you want to proceed. It's relative, as you say. A poor person is someone who isn't rich, and merely "average middle income", with strong portfolios and cash stashed abroad but, certainly, not rich.
Of course there is abuse. There isn't any large system of service provision ON THE PLANET that does not have some abuse. In budgeting and planning, its often a line item, treated exactly like bad debt provisions. But according to state reporting and federal reporting it is below 5%. I bet it wouldn't cost you much more than 15% to eliminate those fradulent users.
If engineers are laid off here, you can be pretty sure they are laid off everywhere. And there is always the possibility that they could be recalled, which is why many don't want to move.

We seem to be perpetually on the brink of destruction, and always in preparation for the next "war to end all wars". As long as it doesn't come to that, we can hope to keep from it. I hope we do.
And what do you think happens to the issued currency? It inflates and everything becomes more expensive relative to it, at a similar rate to that of interest. I don't think duping people into accepting a counterfeited currency is to someone's credit; quite the opposite.
But…… was I incorrect back in 2006 when I concluded….. and wrote….. that I felt that flaws in central banking policy are actually the number one cause of inflation?????? If…. the supply of money is increased by a trillion dollars……. but……. the supply of highly useful products and services is increased by 1.5 trillion through the investment of that trillion……… have we definitely caused inflation? We at least gained some respite from a much more critical tipping point. The Hildabeast was in favor of accelerating UN Agenda 21. Mr Trump wants to defund the UN. All mankind was in the balance on that one.
