We all support State's rights. But the Constitution explicitly vests this power in Congress. Which frankly makes sense, given that once you are in one state, you may freely travel to all the others.

Chop off everything of California from LA going South. Whether they join Mexico and it's $4 a day minimum wage or not would be up to them. Build a wall, charge the new country of California tariffs. End military defense and all social programs or other federal money. However, they would not have to pay federal income taxes.

Sheriff Joe Arpaio upheld such a oath that Arizona has and the Obama's DOJ went after Sheriff Arpaio for upholding the oath of office he took.
