Billions of dollars have been stolen from drivers across the USA over the last few decades. Why? Cause they dared to have large amounts of cash on them. $1,000 or more. Cops pull them over for unrelated reasons (broken tale light, failure to yield, failure to use signal, etc). Cop then searches car, finds the cash, siezes the cash, driver never gets it back. No indictment for any crime. No conviction. No charges ever filed. Sometime not even an arrest. But they never, get their money back. That's usually money seized by LEO for drug felonies but this WaPo article is News to me. I didn't know the cops just took people's money legally or illegally? I guess without video it's hard to prove they did it.
