From my personal experience, in San Diego you simply cross a bridge and walk through a turnstile to enter Mexico. I've driven my car across as well. There have been southern border fences forever, and other than fleeing felons, no one is prevented from travelling. Well like I say, logic before the pounce East Germany had to stop internal migration to the west or risk skilled labor and economic disaster! Also you assume the west were against the wall when in fact they were just as concerned with the immigration in to their country and the flip side of the coin, over laboralization and risk to their economy.
