True. Being a passenger is a motor vehicle is very dangerous. In the past decade, 171 people were killed in shootings at schools, including the shooters. That 171 deaths in 270,000,000 school-days, which represent the opportunity for a shooting to occur. Over that same period, 18,196 school age children were killed in motor vehicle accidents.
OP could just as well asked Why do criminals do anything? Criminals do what they do because they think they can get away with it. Same goes for politicians.

Many of the traffic controls in this country are based on traditional design, not optimum safety. An example, and not the only one I can show, stop signs and stop lights are not nearly as effective for safety as roundabouts used in many countries such as the U.K. And Ireland. Just blindly creating laws doesn't always yield intended results for traffic safety or criminal violence.
Some communities have begun to employ them and IMO that is a good thing. It is funny, when in Ireland, when I see people get confused at a round about, you can usually see the car is a rental and I would wager, an American driver likely.
You haven't in all your posts Identified any legislation that would be more effective than enforcing current laws or addressing penalties for those that commit violent crime. If you have, please enlighten, or propose something unassailable.
