Where does it speak of an oppressive government? I understand that during the debates over the Second this fear was brought up. However, it was in the context of forbidding a permanent standing military which the Founders also feared since once a despot gained control of the military he could then use it to suppress the people. That was why the militia was of such importance to them.

The second amendment is intended for the purpose of enabling citizens of the USA to be able to use their arms, for the purpose of creating a militia to defend against any invading government, or of this government if it becomes the oppressor.

True you read it but do not understand it. Madison says that you are guaranteed the right to arms that would make you a good militia (soldier) to fight off any invader. Semi auto pea shooters is all that you are allowed however, this is not what Madison meant by arms. All that your weapons can get you in war is dead
