He tried using the very people he hated and when they did not deliver he had most of them killed.

Stalin was a student in a Russian Orthodox seminary studying to be a "priest" that is where he learned to hate Jews. The Russian Orthodox "church" is very anti-Semitic.

One has to remember that hatred of the Jews was very common across central Europe in Germany, France and many countries at that time.

There have been various claims regarding Hitler in particular. Such as it is suggested he caught a venereal disease from a Jewish prostitute when he was young but in all likelihood Hitler just believed as millions of other Germans and other Europeans did.
