He did not. This list of questions was presented to the Trump campaign two weeks before John Dowd resigned. Rudy Giuliani was appointed to the legal team just a few days ago and promised to end the investigation in one to two weeks. The Trump team leaked these questions. My guess is that they figured this list could be used to push a narrative that the information sought is either public knowledge currently or the questions are irrelevant/unimportant.
