I don't know anything about the reality of Saudi Arabia, but it's perfectly possible for a government to have one stance officially, but to do things in private that run counter to that stance. AND it's also possible that a concept like "the X's" or "the government of X" is the wrong category to use when talking about X, because X may in fact have several different factions, including within its government, that do contradictory things, with or without the knowledge and approval of other factions.

If you study Pakistan, and the Interservices Intelligence Agency in particular, you will see this reality in full. Or see the relationship between the Haganah and the various semi-fascist terrorist Zionist groups like the Stern Gang and Irgun. In a war, you don't lightly reject allies, even if you don't like their tactics.

Saudi Arabia has an enormous royal family, mainly interested in drinking and whoring. It also has a large conservative religious establishment, with whom they've managed to get some sort of modus vivendi. It's entirely possible -- although I don't know -- that there are elements of the ruling powers -- not necessarily officially 'government' -- who do things that the others don't altogether approve of, but are afraid to interfere with.

It's possible to provide a fertile breeding ground for terrorists without yourself ever overtly endorsing terrorism. For example, if in an anti-abortion group, the leader repeatedly says that abortion-providers are murderers, and murderers of innocent little babies at that, and wonders how it is that murderers are allowed to walk among us, then it's not surprising if one of the least-stable, more emotional members of that group eventually goes out and kills the people at the local abortion clinic.

Check out a map of the Middle East and you'll see it's overwhelmingly Muslim while a tiny sliver remains Jewish. If the Jews were doing any 'ethnic cleansing' it must have been one of those rare times when they were terribly unsuccessful.

After WWII, they left countries (in Europe, and in the Arab lands) where they had lived for centuries, and landed in new place, hoping to be safe. In the course of doing that, they displaced people who had lived there for centuries. Bad.

At the same time, Germans who had lived in various European countries for centuries were driven out of those countries.
Hindus who had lived in what is now Pakistan had to flee to what is now India.

Muslims who had lived in what is now India had to flee to what is now Pakistan. (Although a million or so Muslims, Hindus and Sikhs were killed before they could escape.)
Greeks had to flee what is now Turkey after WWI, and Turks had to flee what is now Greece.
Later, Serbs had to flee their ancestral homelands, as Croats had to flee their, and Muslims theirs, in what used to be Yugoslavia.
Armenians had to flee Turkey during WWI, the ones who lived. Rohingya Muslims from Burma.

And many more peoples too small in number to register in world opinion have had to run for their lives as another ethnic group took over their ancestral homeland. Or stay as an oppressed minority: if you want to see a real injustice, go to an Indian reservation in the US: they lost a whole continent. As did the Aborigines in Australia.

So the Jews -- or rather, the Israeli Jews -- are just like the rest of us, perhaps a bit more justified since most of them, after WWII were running from a continent whose population had actively practiced, or passively witnessed, their genocide.

I suppose we could have World Congress of Restitution -- to correct the injustices of the past. Everyone gets to go home. Don't think it would work.

So ... if the Zionists are smart they will move heaven and earth to get the Palestinians their own, viable state -- and make the meaningless but apparently required 'apology' ... and compensate the people who left property behind in what is now Israel.

If the Palestinians are smart they would take any such deal offered.
