That is exactly what Mueller's job is. To interpret the facts of the case and present them with evidence, then bring charges against those who are guilty. So far, 4 people have pled guilty and 16 others are under indictment. Evidently, those who have already copped pleas and are currently cooperating with investigators are aware that there is a lot more than "a good imagination" behind the charges.

It certainly appears as if there has been some criminality uncovered. Several close Trump associates have already pled guilty and now Cohen's partner, a Russian mobster has copped a plea in exchange for his cooperation. Things are starting to come together even at this very early stage of the probe. Stay tuned. Also, I hope that this precedent set yesterday of forcing law enforcement agencies to reveal their assets and methods to possible suspects and their attorneys even before the investigation is complete is afforded to all of those under investigation and not just rich and powerful people like Trump.
