    Yes. Why wouldn't it be? The entire premise of this O.P. is a bit on the ridiculous side. Human beings are hard wired by biology to be sexual creatures in nature, male or female. It's how you deal with it that determines your degree of civilized behavior, which in turn depends on what your culture defines as civilized behavior. It's not rocket science.

    While feminists would hate you for saying this ... and in a sense they're right to do so (women should not have to dress according to the inability of men to control themselves), the fact remains that you only wear that stuff if you're determined to have people looking at you. Women who don't want people ogling them - whether to laugh and point or to salivate - don't wear g-strings.

    I think men and women should always control themselves but if someone is in public I do not think you can criminalize people looking at them.

    Feminists actually equate a man looking at an attractive woman wearing sexy clothes to rape.

    They say a man looking at an attractive woman wearing something sexy is like saying, "she was asking for it."

    In the Bill O'reilly sexual harassment case, one of his accusers cited "the way he looked at me," as sexual harassment.

    So merely, "looking," is considered sexual harassment.

    When an attractive women wearing something sexy walks by you must avert your eyes so as not to "harass" her, I guess...

    I don't know any feminist why thinks looking is rape but they do think that extended looking especially in certain ways is a mild form of sexual harassment.
