You realize without the Joint Resolution there won't be a quorum of congress there and his speech will therefore not satisfy the state of the union requirement as it was not delivered to a quorum of congress?

There has to be a majority house vote to hold the SOTU address in the house chamber. Pelosi is holding dems hostage. Trump just canceled the SOTU address. He could do it at another venue such as the Senate chamber, outdoors or in an arena but it is unlikely that many if any dems would show up. Chuck on the senate side is Nancy's puppet. Wonder what she has on him? Anyway, he and other senate dem probably wouldn't show either side they are all sheep too.
