The EU is in desperate need of Iranian Oil, that's why they'll continue trading. A very similar issue arose when the Obama Administration first sanctioned the Iranians, and the EU barely got on board. That's one reason why Putin said the sanctions weren't coming back. EU's not going to do that to themselves twice.(Especially not if they want to stop buying Russian Oil.)

A disturbing report concerning the Arak reactor arose late last month when Ali Akbar Salehi, the head of Iran’s nuclear agency, claimed that Iran did violate the JCPOA by faking disabling the reactor and filling it with cement, and that Iran secretly acquired banned equipment to keep the reactor functional. If true, this would mean Iran fooled the JCPOA parties and IAEA inspectors on a major compliance issue.
