    The passport should say what debilitating or deadly diseases you are a carrier to. Then they should be required to show them before getting married, and if they are both carriers the state should void them of their right to marry each other.

    I could agree to that if we're talking about my daughter, and I am the state...

    Other than that, I'm guessing this guy probably just finished listening to a Pelosi or Waters speech and is still hearing the Rocky theme song music in his head. Not enough time to kick back and think about what is actually being proposed.

    One can require of their spouse a blood test as part of the marriage contract if they so choose. Why should this be a law?

    That was why blood tests used to be required. If the woman was rh- and the man rh+ then the chances for the mother's antibodies attacking the baby at birth was high. Not an issue anymore because treatments have been developed . It didn't prevent marriage because frankly you're not going to keep two people appart over a hypothetical. If you ban them from marriage you'd have to ban them from cohabitation as well and that just isn't going to happen.
