Sure now. A threat of a felony charge got everyone to register their ‘Assault rifles’ up in NY, CONN, and MASS, eh? Well, at least 10-12% of them.
And yet such is proving to be insufficient to stop the acquisition of firearms by prohibited individuals, either through outright theft, or the assistance of family members and acquaintances. Explain why the risk of a felony in this particular matter will actually make a difference.
A misdemeanor - if caught, and with sufficient evidence to prosecute, and a prosecutor willing to extradite. So... nothing.

Ok, your in CA I assume. Casings, powder, and bullets are not ammo, but the primers are? Looking online.... I didn't see any warning for primers, other than normal HazMat charges, but I don't live in CA.
When I buy bullets, casings or powder, there is no paperwork involved. When I buy primers, they need my ID and thumbprint. I do live in Los Angeles, so it may just be a city thing.
Interesting. Supplies like primers, powder (including black powder and pyrodex) are available in many places, including Bass Pro, Cabelas, etc. right from the isle in my region. What is the applicable law in CA. BTW, when being raised in Northern Ireland in the 60’ and 70’s we reloaded .22 rimfire cartridges, including repriming them and reshaped and reprimed primers for centerfire cartridges using materials from grocery stores. I think there may be a You Tube video or two on a method similar to what we did out there. It’s not difficult, but is time consuming... easier to buy (more reliable too). If I remember correctly, reloading a box of 50 .22 would take a couple hours or so (cleaning, shaping fired brass, melting lead and casting bullets, etc.). We either used homemade black powder for the charge or another propellant we made which I won’t mention here. When I say we, the ‘we’ was generally comprised of pre-teens. We not only made ammo for our use, but were tapped to make it for older fellows for which we were compensated.
