I don't think he wrote that and like lots of things in the report unaware of it or something. Trump should petition to have that struck from the report if there is any avenue to do so. It's a LEGAL document addressing the LAW. I would also hope the investigators investigating the investigation will also question the prosecutors as to who came up with the and why. They would probably claim deliberative privilege and the Democrats would support it.

We can all stipulate a sitting President cannot be served an indictment. But the OSC can bring charges and has a duty to do so if criminal acts are found. Those charges would be in the confidential report to the AG who then decides if a referral for impeachment be made to the House. In Clinton's case the law had the OSP report directly to the Congress, the only difference. Starr made specific charges of specific crimes and presented the evidence to support them. Then sat back and waited on Congress.

 

Then what exactly is being proposed on the part of yourself? That an individual who cannot be proven as guilty of a particular crime, but who also cannot be exonerated of the possibility of guilt, should be punished on the off chance that they might have done something wrong, just to be sure?
