If you've been paying attention for the last 10 years, you would know that in many cases the people cops shoot are innocent.

If you knew what the heck you were talking about you would know that the number of unjustified police shootings is a very small percent.

    According to police reports, yes.

Disinterested observers would beg to differ. I've seen quite a few on TV myself.

There have been several in my small town.

    According to police reports?

You mean according to the damn facts and evidence.

The "hands up don't shoot" case was proven to be totally false.

Yes, police reports often honor the Blue Code or whatever you want to call it. They protect themselves, truth be damned, in many cases.

It took 5 years and no criminal penalty to fire the cop who choked the man to death in NYC for selling untaxed cigarettes. The Rodney King spectacle will not be forgotten by some of us.

So, you listed only two incidents that happened in the PAST 28 YEARS!!!!!!

    That's not a crisis.

MS-13 seem to be Hoplophobes and prefer machetes and edged assault weapons.

But who knows, maybe these uneducated, unskilled, proverty prone, undocumented Democrats from Central America might assimilate to America's established culture, customs, traditions and language and start carrying a S&W or an AR-15.

How about we split the difference and settle on reasonably necessary :p

There must be something terribly wrong with all the CA cops. It's so obvious, right?
Maybe the only remedy is to fire them all and go with citizen security patrols. I wonder if the Hog Farm is still in business.

That's the beauty of the Jury system, and I've studied the legal doctrine on use of force that has emerged from case-law and found it extremely sensible. When comes down to it, God forbid you ever have to deal with this, but your fate will be in the hands of 12 of your neighbors. The lawyers and the judges might try to split fine hairs, but in my opinion, that's exactly the standard the jury is going to use: "reasonably necessary".

It's a game that certain lawyers are really good at. Others aren't. Agree that juries aren't perfect in their decision making, but most lawyers have been well trained to deal with that.

They do an absolutely amazing job and the courage that drives them to run to (rather than from) the sound of guns is their sense of support from the community they serve. American hating among the Leftists want to destroy that link between the community and our police in order create the chaos they are always trying to stir up, thinking that it will cause the nation to turn to them for leadership, which isn't much distance from Charles Manson's political theories and goals.

They are wrong of course, even if they manage to render public policing impotent, we will simply turn to private policing, in fact, there already are far more private security guards than public police officers.

As for this law, it's little more than word salad, changing almost nothing while allowing the Governor and the legislature pretend like they were doing something which keeps them occupied and away from other potentially harmful pursuits. The original bill included language saying that the officer would have to be able to show that they had “exhausted all other measures” before resorting to deadly force. A completely unworkable standard in fluid conditions and split second decisions as you pointed out. The powerful police unions got this stripped out of the bill.

You’ll notice that the press sought out Rosie Chavez for a quote. She complained that the new law “wouldn’t have prevented our loved ones from being killed.” If you are looking for a despicable pile of crap, look no further than Rosie Chavez' "loved one."

She was the aunt of Jacob Dominguez, who was shot and killed by police in September of 2017. You can read about the circumstances of Dominguez’ death here.

Dedicated Police Officers had been on a manhunt for Dominguez for most part of a week following his ten-day crime spree. He was driving a stolen Mercedes-Benz, was caught on camera robbing a gas station with a .357 handgun, had been identified committing a drive-by shooting. He was a menace, hadn't yet killed anyone despite dangerously reckless and criminal behavior building in brazenness and intensity. Our brave police officers were desperately trying to find him and put an end to the violence before he killed someone.

They finally located him and forced him to pull over. As they approached, weapons leveled, they clearly instructed to keep his hands visible and exit the vehicle. He instead shouted: “(Expletive) you, bitch! Shoot me!” He then lunged toward the floorboards of the car with his hands, and the police stopped the threat with their service weapons.

Quite the "Poster Boy" the media dug up in their ongoing war against police officers.

More likely an AK-47 or 74 but I agree with what you are saying.

    11 million arrests per year.

    About 1000 shootings.

That's an incident rate of 0.00009.

Or you could go with violent crimes, which is about 1.5 million per year.

that's an incident rate of police shooting violent criminals of 0.00067 per year.

I suppose so, MS-13 like most other street gangs have more in common with Antifa and prefer their AK's.

Hey! I live in California and I resent, ... uh ... er, you're 100% right. It is a great place for criminals!

That isn’t going to happen unfortunately.
Too many have been raised to run as an instinct and disrespect anyone that isn’t like them.

Then they will continue to be subject to force and even lethal force when they threaten others.

As they should be. Which is another reason why I support abortion.
We don’t need more of this in society and broken homes have been proven to cause it.

How do you know that baby in the womb is going to turn out bad before you kill it?
