    Respect for whistleblower safety used to be something that Republicans and Rand Paul specifically cared about.

    I can certainly agree with the first part of your conclusion, but I feel the second part is reaching towards speculation and may be running afoul of an argument from ignorance.

    The narrative that the Russians interfered with the 2016 election to benefit Trump taints his victory and at worst serves to delegitimize the outcome. Any politician benefiting from such interference is incentivized to deny the narrative regardless of the truth. For Trump, being the humble guy he is, the mere suggestion is completely disconnected from reality. Given his predisposition to conspiracy theories, it is plausible that Trump earnestly believes the Ukrainians assisted his rivals.

    The investigations into possible Ukraine interference are certainly an attempt to change the narrative on Russian interference. But that he requires additional motives such as plans for pardons and lifting sanctions - unless you have additional evidence that shows this is how Trump is thinking - it sounds a bit too speculative.
