Unilaterally. If A state petitioned Congress to leave and got 50%+1 say yes, they'd be out. Just like anyone that wants to join. By your logic States can't join and we should still be at 13.

But that's not the same as states can't leave. States can leave, they just can't walk out on everyone else without warning.

 

It specifically says states can not secede.
