Systematic doping began under the umbrella of the USSR and led to the current anti doping agencies but.since its break up Russian state intervention is far less encompassing. Unfortunately Sanction and pressures internationally will not and have not had any effect thus far and no one wants to provoke an unstable, pissed off bear that has a history of killing for personal reasons.
