This is not a grand jury as a grand jury in criminal proceedings while an impeachment inquiry is a political process in which the house defines the meaning of "high crimes and misdemeanors". Grand juries are impartial and the fiasco that took place in the bunker was FAR from impartial. I think the partisan vote just proves how impartial the whole debacle was.
