It seems here that Mr, Dolloff, acting illegally as an unlicensed armed security guard, advanced on the now deceased rally participant with an unwanted lying of hands and Mr Dolloff's illegal act was legally rebuffed by the rally participant.

The assault was committed by the unlicensed body guard acting with authority he did not have. Mr. Dolloff's lack of a license in Denver also meant no Federal background check, and more importantly he hadn't received instruction and training on use of force as required.

NBC 9news and Mr Dolloff conspired to avoid the background check and training, as well as, perhaps, premeditated murder.

    From 9news themselves:

“If he was operating as a security guard, he was in violation of the law,” said Eric Escudero, a department spokesman, stated. “Security guards are prohibited from carrying or using a firearm without getting an armed firearm endorsement for their license. All security guards in Denver are required to get a federal background check before they receive their license.”

Secrity guards are also required to go through training which includes training on use of force.

I'm only seeing one side (two parties) in the wrong. If it weren't for Mr. Doloff's criminal acts and NBC's complicity in creating the criminal environment and furtherence of the crime by knowingly placing an armed, unlicensed, unvetted, untrained and un-uniformed man in between pro-police rally celebrants and violent peaceful blm-antifa rioters, then Lee Keltner would be alive today.

Interesting fact, Denver requires armed security guards to be in uniform unless a specific endorsement on their license allows them to wear plain clothes.

Further, it's my reading of some emerging interviews and reporting that suggest KUSA 9News knew of Mr. Dolloff's pedigree, and was utilized for his friendly contacts within Antifa and blm.

"KUSA said it had hired the guard through the Pinkerton security firm. “It has been the practice of 9NEWS for a number of months to hire private security to accompany staff at protests,” the station said."

It makes sense, for months the armed body guards were needed to protect the on-air talent from the violent rioters of the antifa and blm. Someone with connections within Antifa could be effective in keeping the pretty girls safe.

Or, this could have been extortion. "Hire my guys for $10,000 per day and we'll make sure we don't hurt the pretty girls and we'll make sure you get the right angles for your coverage.

And that's the way it was...... Cronkite would be so proud.

The civil liability for the NBC affiliate will run into the 10s of millions. They are really really screwed.
