I suppose on a meta level you are correct, but Trump has been lacking. Some things like the coal mine set back requirements from waterways he eliminated were just common sense good policy he tanked because Obama enacted them (not that we are getting bunches of new coal mines). Slow-walking animals getting endangered species protections by forcing a new rule that there has to be an economic impact analysis actually adds the type of burdensome and pointless regulation that he supposedly opposes onto something we should all be able to agree on.
Biden didn't do a good job talking about energy last nite. But you can see what he meant in his campaign plan.

So, the oil comment was probably the nail in the coffin for Joe's hopes of winning Texas and Pennsylvania and possibly other states. It wasn't the only highlight of the night though. Trump did a great job of hammering home the point that Joe did nothing notable for 47 years, except write a crime bill which imprisoned a disproportionate number of black men.
