The Secretary of the Army requested the 20k+ troops under pressure from various Democrat Congressional committees and the offices of the Speaker and the then-Senate Minority Leader. Each state's Governors then authorized the requests they received, also the Sec of the Army gave his own authorization for the DC guard because hes already empowered to do by existing Presidential decree. Whats more interesting than the fact so many Guardsmen were there was that they were authorized to use lethal force as a primary response, this is also believed to be at the urging of Congressional Democrats (or in the least w/o their objection), even though all armed soldiers are also thoroughly trained in LTL and de-escalation. Funny, isn't it? Democrats went from de-funding the police and threatening Pres Trump with impeachment if he utilized the Insurrection Act to deal with unceasing riots -> to creating an actual police state ready to shoot to kill anyone who stepped out of line. Not one single protest to this move occurred, not one single anti-police or anti-gun activist sounded the alarm, not one single MSM talking head nor Democrat politician was outraged.

The National Guard reports to state governors, not the President. My assumption is that the Pentagon asked the Governors to send troops and some of them complied.

Maybe. I believe there is lack of evidence and a failure of the courts to properly review the evidence that exists. In other words, I believe there is insufficient evidence to strongly and faithfully believe one way or another. There is also the non-fraud issues that resulted in a 'stolen election' including the elective process and procedures in several states without properly following the legal and state constitutional requirements for those changes.
I think DC is different from the states in that the DOD (Pentagon) is responsible for placing National Guard troops in DC. And the DOD reports to the White House so this would be the chain of command, I believe. It's too bad it wasn't up to individual states, MD & VA would have responded in a heartbeat....
No. The Pentagon can deploy DC National guard but not those in other states. Only the governors can do that.
