The President cannot order federal troops to engage in domestic law enforcement. The request has to come from local officials. He has no jurisdiction to order them to the Capital that would come through the two leaders and the Capitol Police and the DC Police. What the select committee should be interested in is why were the OFFERS to have federal troops there to assist was TURNED DOWN.
