One of our duties as voters is to speak out against corruption anywhere we see it and this whole baby formula scandal reeks of it. 28 million to clean up that mess is small change especially if it is going to FDA inspectors to help hold these companies accountable

Government intervention has strongly contributed to this situation where there are only four major producers of baby formular in the country.

Individual states make contracts with the government program WIC, and they only select one company to purchase from. The idea was to keep prices down, by making larger guaranteed purchases from one company.

Since WIC accounts for such a large percent of the total market, other companies find that it is not worth competing in that market. The other company already has economics of scale on their side, so their price will be much lower.

Of course there are companies that make more expensive baby formulas, but that is a much smaller part of the market, so the supply is not very high.
